Definition
For the purposes of the announcement by the Government of Navarra, a cluster is to be defined as the combination of a geographical space of companies and entities that provide knowledge or technology, actively involved in collaborative exchange processes, relating to a target market or market segment and with a value chain focus, within the economic areas prioritised by the Smart Specialisation Strategy (S3 Navarra).
The clusters policy of Navarra seeks to guide the clusters towards their future competitive challenges, agree on a shared strategy and on the development of innovation, internationalisation and improvement projects of the regional environment to make this vision a reality.
Instruments and Services for clusters
The main instrument of the Clusters Policy of Navarra is the Call for assistance to clusters and platforms, which supports financially the activities to consolidate emerging clusters and projects to improve competitiveness presented by the cluster associations.
We also offer the following specific services:
- Coordination with the Government of Navarra and other economic development policies.
- Connection with the key stakeholders of the region (business, technologies, etc.).
- Regular monitoring meetings and specialised training.
- Attendance at boards and assemblies.
- Working facilities for cluster associations
Collaborative projects
Another important instrument for promoting business competitiveness through collaboration and cluster policy include the collaborative projects that Sodena develops with other entities related to regional economic development, such as chambers of commerce, regional development agencies, county development agencies, etc.
In this sense, there are two main projects under development:
Competitiv'eko (2016-2019)
First and foremost the main objective of the Competitiv'eko project is to strengthen the competitiveness of SMEs in Navarra, Euskadi and Nueva Aquitaina based on cross-border cooperation. Furthermore, not only does this initiative involve the companies themselves, but also the clusters, technology centres and economic development agencies of the three regions, with the ultimate aim of fostering two poles of cross-border cooperation between the three regions, in two specific economic areas.
The partners of this project in addition to Sodena are: CCI Bayonne Pays Basque, the Chamber Commerce of Gipuzkoa and the Basque Institute of Competitiveness - Orkestra.
Compet Plus (2020-2022)
The Compet Plus project seeks to promote collaboration between companies, technology centres and clusters in Navarra, Euskadi and Nueva Aquitaine, carrying out a comparative analysis of the Smart Specialization Strategies of the three regions, the analysis of economic flows and value chains in the key economic sectors and the mapping of large driving companies and the business fabric and knowledge of these sectors, with the ultimate aim of developing two platforms for innovation and cross-border cooperation between the three regions, in two previously defined economic areas.
